I checked out the menu at the 明月居休閒花園餐廳 (http://www.moon-house.com.tw), it seems to be so so but kind of expensive in Taichung.
From the Internet, I easily found two restaurants which seem to have better food with
reasonable prices below.

下午茶時間為下午2點30
分至4點30分,每人平日NT$420,
假日NT$450.
